One of the two old bandits holding the bridge at their Forest camp. He will not let anyone cross toward the Swamp without a Royal Pardon (a 5 silver fine plus 3 Ink at the Royal Postbox) and the Fairy's Swamp Map, then pays you with a silver Story, 1 Town Gratitude and a Cheese.
