With the three campaign jobs done, hold the Village election at the tavern. Talk to Jack and Agatha before you leave, then let Linda stop you at the exit.

Walkthrough

Ask Januarius to start the election and watch the whole scene without leaving.
Talk to both Jack and Agatha inside the tavern: the exit stays blocked until you do.
Leave the tavern. Linda's scene at the exit completes the quest.
