- Reach 60 reputation with Jack, then talk to him at his Town Workshop and ask to look at his calculations.
- Ask him about the Water Tunnel.
Tips
- Jack's 60 comes from his earlier quests: Jack in a Boat (+20), then Docked and Found, Workshop Hours, Jack's Back in Business and Give materials (+10 each).
- This quest opens Water Locked and Man of Steel. Steamy Royal follows once Water Locked is done as well.
