Water Tunnel
Old tunnel beside the ship lock that Jack knows about, and the only way into the Royal Foundry. The eastern floodgate battles open it.
How to get there
Steamy Royal: talk to Herbert and win Closing the Eastern Floodgate: Part I and Part II to open the tunnel; Break Through to the Bathhouse Basement then leads on to the Royal Foundry. Steamy Royal itself needs Water Locked and Front-of-the-Envelope Calculation, Jack's quest that opens at 60 reputation with him.
