Sluice Area
Canal locks in the north of Town. Closing the western floodgate drains the ship lock; once Operation POTATO is won, the lock floor becomes farmland for the refugees and gives up the Envy portal fragment.
How to get there
Water Locked: win Closing the Western Floodgate to drain the lock. Dirt Rights: win Operation POTATO: Part I and Part II to secure the lock floor.
